That is the tragedy of the whole thing: Brexit isn't about solving the neglected regions problems. It's all about keeping the Tories together (despite the internal civil war they're now in) and most importantly keeping the Tories in power in a Westminster focused centralised bubble which doesn't care about anything outside that bubble.
